This application is discontinued and Microsoft released something else that already has the features that were previously available on the Digital Image. You can download the new software through the link posted below.
The last release is Microsoft Digital image Suite 2006 editor and no longer supported by Microsoft since the last update release, but it works on Windows 10 perfectly.

All these applications have the capability of editing a picture from "top to bottom".
